Hello all,

In mid-January 2023, the Enforcement Guidelines for the Universal Code of Conduct will undergo a second community-wide ratification vote. This follows the March 2022 vote, which resulted in a majority of voters supporting the Enforcement Guidelines. During the vote, participants helped highlight important community concerns. The Board’s Community Affairs Committee requested that these areas of concern be reviewed.

The volunteer-led Revisions Committee worked hard reviewing community input and making changes. They updated areas of concern, such as training and affirmation requirements, privacy and transparency in the process, and readability and translatability of the document itself.

The revised Enforcement Guidelines can be viewed here, and a comparison of changes can be found here.

How to vote?

Beginning January 17, 2023, voting will be open. This page on Meta-wiki outlines information on how to vote using SecurePoll.

Who can vote?

The eligibility requirements for this vote are the same as for the Wikimedia Board of Trustees elections. See the voter information page for more details about voter eligibility. If you are an eligible voter, you can use your Wikimedia account to access the voting server.

What happens after the vote?

Votes will be scrutinized by an independent group of volunteers, and the results will be published on Wikimedia-l, the Movement Strategy Forum, Diff and on Meta-wiki. Voters will again be able to vote and share concerns they have about the guidelines. The Board of Trustees will look at the levels of support and concerns raised as they look at how the Enforcement Guidelines should be ratified or developed further.

Universal Code of Conduct revised enforcement guidelines vote results

The recent community-wide vote on the Universal Code of Conduct revised Enforcement Guidelines has been tallied and scrutinized. Thank you to everyone who participated.

After 3097 voters from 146 Wikimedia communities voted, the results are 76% in support of the Enforcement Guidelines, and 24% in opposition. Statistics for the vote are available. A more detailed summary of comments submitted during the vote will be published soon.

From here, the results and comments collected during this vote will be submitted to the Board of Trustees for their review. The current expectation is that the Board of Trustees review process will complete in March 2023. We will update you when their review process is completed.

Community feedback cycle about updating the Wikimedia Terms of use starts

Hello everyone,

Wikimedia Foundation Legal Department is organizing a feedback-cycle with community members to discuss updating the Wikimedia Terms of Use.

The Terms of Use (ToU) are the legal terms that govern the use of websites hosted by the Wikimedia Foundation. We will be gathering your feedback on a draft proposal from February through April. The draft will be translated into several languages, with written feedback accepted in any language.

This update comes in response to several things:

• Implementing the Universal Code of Conduct
• Updating project text to the Creative Commons BY-SA 4.0 license
• Proposal for better addressing undisclosed paid editing
• Bringing our terms in line with current and recently passed laws affecting the Foundation, including the European Digital Services Act

As part of the feedback cycle two office hours will be held, the first on March 2, the second on April 4.

The Editing team is nearly finished with this first phase of the Talk pages project. Nearly all new features are available now in the Beta Feature for Discussion tools.

It will show information about how active a discussion is, such as the date of the most recent comment. There will soon be a new "Aldoni temon" button. You will be able to turn them off at Special:Preferences#mw-prefsection-editing-discussion. Please tell them what you think.

Daily edit completion rate by test group: DiscussionTools (test group) and MobileFrontend overlay (control group)

An A/B test for Discussion tools on the mobile site has finished. Editors were more successful with Discussion tools. The Editing team is enabling these features for all editors on the mobile site.

New Project: Edit Check

The Editing team is beginning a project to help new editors of Wikipedia. It will help people identify some problems before they click "Publikigi la ŝanĝojn". Hello all, an important update on the UCoC Enforcement Guidelines:

The vote on the Enforcement Guidelines in January 2023 showed a majority approval of the Enforcement Guidelines. There were 369 comments received and a detailed summary of the comments will be published shortly. Just over three-thousand (3097) voters voted and 76% approved of the Enforcement Guidelines. You can view the vote statistics on Meta-wiki.

As the support increased, this signifies to the Board that the current version has addressed some of the issues indicated during the last review in 2022. The Board of Trustees voted to ratify the Enforcement Guidelines. The resolution can be found on Foundation wiki and you can read more about the process behind the 2023 Enforcement Guidelines review on Diff.

There are some next steps to take with the important recommendations provided by the Enforcement Guidelines. More details will come soon about timelines. Thank you for your interest and participation.

Report on Voter Feedback from Universal Code of Conduct (UCoC) Enforcement Guidelines Ratification

Hello all,

The Universal Code of Conduct (UCoC) project team has completed the analysis of the feedback accompanying the ratification vote on the Universal Code of Conduct Enforcement Guidelines.

Following the completion of the UCoC Enforcement Guidelines Draft in 2022, the guidelines were voted on by the Wikimedian community. Voters cast votes from 137 communities, with the top 9 communities being: English, German, French, Russian, Polish, Spanish, Chinese, Japanese, Italian Wikipedias, and Meta-wiki.

Those voting had the opportunity to provide comments on the contents of the Draft document. 658 participants left comments. 77% of the comments are written in English. Voters wrote comments in 24 languages with the largest numbers in English (508), German (34), Japanese (28), French (25), and Russian (12).

A report will be sent to the Revision Drafting Committee who will refine the enforcement guidelines based on the community feedback received from the recently concluded vote. A public version of the report is published on Meta-wiki here. The report is available in translated versions on Meta-wiki. Please help translate to your language

As follow-up to the message about the Universal Code of Conduct Enforcement Guidelines by Wikimedia Foundation Board of Trustees Vice Chair, Shani Evenstein Sigalov, I am reaching out about the next steps. I want to bring your attention to the next stage of the Universal Code of Conduct process, which is forming a building committee for the Universal Code of Conduct Coordinating Committee (U4C). I invite community members with experience and deep interest in community health and governance to nominate themselves to be part of the U4C building committee, which needs people who are:

• Community members in good standing
• Knowledgeable about movement community processes, such as, but not limited to, policy drafting, participatory decision making, and application of existing rules and policies on Wikimedia projects
• Aware and appreciative of the diversity of the movement, such as, but not limited to, languages spoken, identity, geography, and project type
• Committed to participate for the entire U4C Building Committee period from mid-May - December 2023
• Comfortable with engaging in difficult, but productive conversations
• Confidently able to communicate in English

The Building Committee shall consist of volunteer community members, affiliate board or staff, and Wikimedia Foundation staff.

The Universal Code of Conduct has been a process strengthened by the skills and knowledge of the community and I look forward to what the U4C Building Committee creates. End of the Movement Charter ratification methodology community review

Hello,

The Movement Charter Drafting Committee has concluded its first community review of the methodology draft, which will be used to ratify the Movement Charter in 2024.

This community review included feedback collection on Meta, on the Movement Strategy forum as well as two conversation hours with communities and one conversation with the Committees of the Wikimedia projects. MCDC greatly appreciates everyone's input. The recording of the ratification methodology presentation is here and documentation can be accessed here. The timeline of the next steps of the methodology is provided here.

The WMF support team will produce a report on the community input in May. MCDC will incorporate the feedback and share an updated version of the ratification methodology in August 2023. The MCDC will continue to outreach to stakeholders regarding the updated methodology in late 2023.

We are glad to announce the new members and advisors of the Elections Committee. The Elections Committee assists with the design and implementation of the process to select Community- and Affiliate-Selected trustees for the Wikimedia Foundation Board of Trustees. After an open nomination process, the strongest candidates spoke with the Board and four candidates were asked to join the Elections Committee. Four other candidates were asked to participate as advisors.

MinT Machine Translation added to your Wikipedia

The WMF Language team has added another machine translation (MT) system for Content Translation in your Wikipedia called MinT; you can use MinT machine translation when translating Wikipedia articles using the Content and Section Translation tool.

The WMF Language team provides the MinT service. It is hosted in the Wikimedia Foundation Infrastructure with neural machine translation models that other organizations have released with an open-source license. MinT integrates translation based on NLLB-200, OpusMT, IndicTrans2 and Softcatalà. This MT is set as optional in your Wikipedia. Still, you can choose not to use it by selecting "Start with empty paragraph" from the "Initial Translation" dropdown menu.

Since MinT is hosted in the WMF Infrastructure and the models are open source, it adheres to Wikipedia's policies about attribution of rights, your privacy as a user and brand representation. You can find more information about the MinT machine translation and the models on this page.

Please note that the use of the MinT MT is not compulsory. However, we would want your community to:

• use it to improve the quality of the Machine Translation service
• provide feedback about its quality, and if you prefer the MinT machine translation as default in your Wikipedia.

We trust that introducing this MT is a good support to the Content Translation tool.

Tial mi dirus ke la situacio pri Svislando estas kompare bona. Tamen: nenio malhelpas vin aŭ iun alian vikipedianon ankaŭ fari artikolojn pri vilaĝoj sub la nivelo de komunumo. Mi petus vin nur konsideri, ke la artikoloj bonvole ne estu sub la kvalita nivelo de artikola ĝermo, do enhavu almenaŭ tri frazojn, informkeston, almenaŭ unu kategorion, se eble iun eksteran ligilon kaj se eble foton. Kaj ke ili troveblu el inter aliaj paĝoj, do ne estu "orfa" artikolo. Por tre eta svisa vilaĝo tri ligiloj el aliaj paĝoj jam povas esti multo. Probable plej facilas ne nur meti ligilojn pri vilaĝoj en la koncernajn paĝojn pri la komunumo, sed laŭeble fari plurajn tekstojn de apudaj vilaĝoj, kaj noti en ĉiuj el ili "najbaras la vilaĝoj a, b, c, ĉ, d kaj e". Ĉiukaze nur meti unu solan frazon kiel «XXX-vilaĝo estas malnova svisa komunumo en kantono xxx» ne sufiĉos! Kaj mi petas atenti ne krei multaj ruĝajn ligilojn pri vilaĝoj, kiuj eterne restos ruĝaj. Sed vidu - ekzemple en Ĉeĥio iuj fervoruloj faris multajn tekstojn pri vilaĝoj sub la nivelo de komunumo. Faru iujn tekstojn, sen havi la premon ke "la uzantoj" devos "redakti po vilaĝo unu artikolon", do postuli ke por ĉiu svisa vilaĝo devos esti unu artikolo. The Enforcement Guidelines require a Building Committee form to draft a charter that outlines procedures and details for a global committee to be called the Universal Code of Conduct Coordinating Committee (U4C). Over the past few months, the U4C Building Committee worked together as a group to discuss and draft the U4C charter. The U4C Building Committee welcomes feedback about the draft charter now through 22 September 2023. @VladimirPF: DidiWeidmann estis uzanto, kiu tre aktivis por la esperanta vikipedio ekde junio 2006 ĝis majo 2020. Li ne prezentis sin kiel profesia vikipedia konsilanto, sed simple salutis vin en januaro 2010. Kvankam la saluto estis simpla afabla gesto de vikipedia uzanto, certe li tamen konsilintus vin dum la sekvaj 10 jaroj post januaro 2010, se vi havintus demandon. Bedaŭrinde do ke vi bezonis pli ol 13 jarojn por vidi la noteton de januaro 2010. Sendube DidiWeidmann en januaro 2010 ankoraŭ ne sciis, ke lia vivo tiel ŝanĝiĝus en majo 2020, ke li ne povus daŭrigi vikipedian aktivadon. Tiaj vivaj ŝanĝoj okazas. Vi kompreneble pravas, ke belus se estus pluraj spertaj redaktantoj, kiuj krom redakti mem paĝojn kontinue patrolus la lastajn ŝanĝojn en vikipedio kaj proponus meminiciate konsilojn al la videble novaj vikipedianoj. Tian taskon momente ĉefe sukcesas plenumi la administranto Kani, foje ankaŭ la uzanto Moldur. Sed konsiderante ke estas maksimume 10 aktivaj administrantoj por ĉiuj administraj taskoj kune, kaj kutime administranto estas simple redaktanto, kiu pretas aldone investi iom da libertempaj horoj ĉiumonate al administraj taskoj, ne funkcios havi densan reton da konsilantoj por novicoj, kia ĝi eble bone funkcias en la rusa vikipedio (kompreneble klaras ke statistike estas multege pli da homoj kiuj je nivelo de denaska parolanto regas la rusan lingvon ol Esperanton, por kiu estas entute malmultaj infanĝardenoj, elementaj lernejoj kaj universitatoj, nur estas iuj koncizaj kursoj en iuj urboj, iuj lernolibroj kaj servoj kiel duolingo)... Ne estas problemo: estas via diskutpaĝo - vi rajtas tiom ofte aŭ malofte viziti ĝin kiom vi volas. Nur ne estu tro severa kun la uzanto DidiWeidmann, kiu en siaj 14 aktivaj vikipediaj jaroj faris multajn valorajn kontribuojn. Cetere kompreneble ankaŭ okazas, ke administrantoj subite mortas, kiel okazis ekzeple al la same valora administranto Pino - tiam reveno al vikipedio iĝas malverŝajna. Se vi celas redaktojn de mi kiel tiu ĉi de hieraŭ: Tiam vi konsciu, ke mia celo nur estis ion sencan noti en la diskutpaĝo de iuj multe uzataj ŝablonoj, por elpreni ilin el la teknika listo Specialaĵo:Dezirataj_paĝoj, kiun vi mem ligis ĉi tie hieraŭ. Mi komprenas la teknikan liston Specialaĵo:Dezirataj_paĝoj tiel ke tuj kiam iu noto estas en diskutpaĝo de multe uzata ŝablono, ĝi ne plu aperas ruĝe en la listo, sed trastrekite blue (s>diskutpaĝo), kaj kiam la kaŝmemoro ĝisdatiĝas ĉiujn kelkajn tagojn, ili entute malaperas de la listo. Tial la komentoj diskutpaĝaj laŭ mi sencas, kvankam mi faris ilin por malpli ol 20 diskutpaĝoj, kion mi ankoraŭ ne nomus "amaso". Sed bonas elpreni tiajn diskutpaĝojn el la listo pri plej "dezirataj paĝoj", ĉar tiu listo celas trovi titolojn de neekzistantaj paĝoj kun multaj ruĝaj ligiloj en aliaj artikoloj, kaj mencioj de la diskutpaĝoj kun multe uzataj ŝablonoj nur ŝtopas la teknikan liston. @Taylor 49: Se vi pensas ke tiu ĉi versio de la diskutpaĝa noto estas pli klara - bone. Mi nun legis ke en la ĉapitro "Ŝablono:Tnavbar kaj Dezirataj paĝoj" vi hieraŭ jam notis multajn alternativojn al la problemo, inter kiuj meti enhavon en diskutpaĝon estas nur unu. Mi scias ke la angla vikipedio ĉirkaŭiras tiun problemon per tio, ke tie en diskutpaĝoj amase (vere amase) metatas ŝablonoj kiel "WikiProject France". Sed tiun vojon iras nur 9 alilingvaj versioj, kaj ni ĝis nun tute ne aplikas la sistemon, samkiel ankaŭ multaj grandaj vikipediaj branĉoj ne uzas ion tian. Laŭ mia sondo, la restajn 188 ligilojn al "Portalo:Pedofilio" eblas neglekti. Ili nur rilatas al diskutpaĝaj mencioj pri forigo de la tuta komplekso, kaj ĉar la enhavaj paĝoj de la portalo intertempe estas ĉiuj forigitaj, ŝajne intertempe la mencioj el enhavaj artikoloj al la forigita portalo jam estas for. Ŝablono:Tnavbar kaj Dezirataj paĝoj

Dezirataj paĝoj. Ŝablono:Tnavbar uzata kiel subŝablono por altnivelaj ŝablonoj senkondiĉe kreas ligilon al la diskutpaĝo. Ebloj solvi tion estas pluraj, tamen tio estas problemo de la softvaro MediaWiki, ne de unuopa ŝablono. Eble oni ne troigu la intenson de la bezono krei la koncernan paĝon. Eblaj solvoj:

• kreu la neutilajn paĝojn permane
• kreu la neutilajn paĝojn perrobote (kelkaj aliaj vikioj faras tiel, tamen tio ne nepre signifas ke la ideo estas bona)
• uzu la funkcion "IfExist" (grava malavantaĝo: ĝi estas multekosta, tio povas kaŭzi erarojn)
• uzu friponan senpagan alternativon de la funkcio "IfExist" (gravaj malavantaĝoj: tio estas registrita kiel transkluzivigo, kaj ne funkcias kun substituo)
• ligu al la diskpaĝo per ekstera HTTP-ligilo (tio ne estas registrita kiel ligilo, kaj ne aldonas skoron al "Dezirataj paĝoj")
• forprenu la ligion al la diskpaĝo
• ignoru ĉeeston de certaj tipoj de paĝoj en "Dezirataj paĝoj"
• faru taskon en "phabricator" por iel solvi tion

@Taylor 49: Mi hieraŭ elprovis tute stultan trukon, kiu tamen ŝajnas funkcii, kaj ĵus aplikis ĝin en la ŝablona diskuto pri {{Informkesto futbalisto‏‎}} (6 975 ligiloj). Temas pri simpla aldono de du spacetoj al la malplena diskutpaĝo. Vikipedio komence ne akceptas tiun redakteton, sed post konfirmo tamen jes: nun la diskutpaĝo daŭre estas esence malplena, sed tamen en la listo Dezirataj paĝoj aperas ne plu ruĝe, sed blue kaj trastrekite. Mi tamen daŭre pensas, ke ne domaĝas tamen aldoni iun utilan klarigan noton pri la ŝablono, eĉ se tiu noto pli-malpli ripetiĝas en 10 aŭ 30 ŝablonoj kaj oni teorie povus paki tian noton kompreneble ankaŭ en la dokumentadon. En la kazo ke vere temus pri ekzakte sama noto, ideo estus ankoraŭ kopii de la lingvoŝablonoj {{france}}, {{dane}}, {{svahile}}, kies dokumentado estas komuna laŭ la signaro {{Dok|dok=Ŝablono:Lingva adverbo}} - tio tie ne faratas por baza unua noto en la diskutpaĝo, kiel amasege faras la angla kaj 9 aliaj vikipedioj per tre ellaborita sistemo, sed por la najbara slipo "dokumentado", sed oni povus ankaŭ fari ion tian por baza unua noto en la diskutpaĝo (ne tiom grandkvante kiom en la angla vikio kompreneble, nur tiom kiom vere sencas). Sed mi supozas ke la simplega solvo de la ŝablona diskuto pri {{Informkesto futbalisto‏‎}} jam solvas la teknikan problemon, sen ke necesus operacii la pacienton Ŝablono:Tnavbar kaj sen laborigi "phabricator" aŭ aliajn aŭtomatajn redaktilojn.
